Vision,
Mission and Core Values

The Vision
In developing this Strategic Plan, the Ministry is guided
by its vision, which is: "To be the leading agent
of agricultural transformation in Kenya."
The Mission
The mission of the Ministry is: "To promote sustainable
and competitive agriculture through creation of enabling
environment and provision of support services, to enhance
food security, incomes and employment."
Core -Values
In pursuit of the mission and vision, the Ministry will
be guided by fundamental values, which will define the
culture of the organization. These core values are detailed
hereunder

Professionalism
in service delivery
The Ministry has a highly skilled technical human
resource base. These skills will be harmonized for
effective service delivery .Performance management,
as a service delivery culture, will be integrated
in all aspects of the Ministry operations. |

Commitment
to customer service
To be an effective agent of agricultural transformation,
the Ministry will embrace the culture of customer
service. The farmer, service providers and Ministry
stakeholders will be central to the operations of
the Ministry. |

Teamwork
and participatory processes
The Ministry cannot be successful working in isolation.
The participation of stakeholders, especially the
private sector and grassroots communities in agricultural
policy formulation and implementation, will enhance
ownership of programmes and projects. This, in turn,
will lead to improved performance in the agricultural
related production and marketing activities. To
develop a participatory culture, the Ministry staff
will enhance teamwork and mutual support among themselves.
Team strength will therefore be the basis of the
participatory and consultative culture, involving
all stakeholders. |

Gender
equity and equal opportunity
Sustainable development of agriculture should recognize
the key gender roles in production and marketing
of agricultural products. It has been observed that
women perform over 70 percent of farming activities.
The Ministry will therefore promote gender sensitive
practices and culture within its staff and within
the wider agricultural stakeholders. |

Strategic
objectives
In pursuit of the vision, guided by the mission,
and driven by the core values, the Ministry will
implement clearly defined strategic objectives.
These are discussed hereunder and will address the
following:

Creating a favourable environment for the development
of agriculture;
ii. Developing agricultural markets and products;

Change
management:
In
order for the reorganization to have a holistic
dispensation and for all stakeholders to understand
the essence of the reorganization and own it, a
training programme will be organized.
